Abstract

Public services including services KTP-el, and other administrative services must be based on people's satisfaction. Public satisfaction is an indicator of the output to determine the success of service to society in providing public services. Provision of quality public services is one tool to boost public confidence in the government. This study aims to determine the effect the effect of job characteristics and the empowerment of working on Organizational Citizenship Behavior (OCB) with the mediation of organizational commitment study in the Department of Population and Civil Registration of Pati Regency. This research was conducted against an employee in the Department of Population and Civil Registration Pati Regency as many as 103 people. Samples took the entire population for the research sample. Data analysis using validity test components of matrix, Cronbach alpha reliability test, multiple regression analysis, t test and r2 with adjusted R-square. The survey results revealed that the characteristic of work has positive influence on organizational commitment of employees. Empowerment work positively affects organizational commitment of employees. Characteristics of work has positive influence on Organizational Citizenship Behavior (OCB) employees. Positive effect on the employment empowerment Organizational Citizenship Behavior (OCB) employees. Positive influence on the organizational commitment Organizational Citizenship Behavior (OCB) employees. Organizational commitment mediates no job characteristics on Organizational Citizenship Behavior (OCB) employees. Empowerment of organizational commitment mediates not work on Organizational Citizenship Behavior (OCB) employees in the Department of Population and Civil Registration Pati regency.
