Abstract
One important aspect in preparation to ASEAN Economic Community (AEC) in 2015
is how to ensure the active involvement of private sector in the regional economic integration
process. The majority of businesses in ASEAN (including Indonesia) is small and medium

businesses and to engage with this matter, AEC develop framework for Small and Medium
Enterprise (SME) to enhance the competitiveness of small and medium enterprise and in
order to ensure all countries in the region benefit equally from the economic integration
process. Bank Perkreditan Rakyat (BPR) is financial institutions with intense focus to
develop and serve small and medium businesses. This paper tries to dig and examines
various methods, ideas, thoughts and efforts to develop BPR and examine how BPR could
play an active role in the development of small and medium businesses and further prepare it
to a more open economic communities. Early results shows that BPR besides having the role
to provide usefull funds, are also capable to work together with various parties to facilitate
their customers to provide various information of business worlds; how to improve their
businesses; and to prepare more skillfull human resourcess and better technology. Hopefully,
with adequate developments of BPR with focus to the growth of small and medium
businesses might support the preparation of a stronger economic community in welcoming
the regional economic communities.
