Abstract
This study aimed to analyze the influence of the Region Own Source Revenue and Balancing Fund (General Allocation Fund, Revenue Sharing Fund and Specific Allocation Fund) to the Regional Expenditure and to analyze the flypaper effect in the Provinces of Indonesia on the periode of 2011-2013. The population research is the provinces of Indonesia on the periode 2011 to 2013. The data used in this study is panel data, that taken from 33 local government budget report in Directorate General Financial Balance of the Republic Indonesia site. Data were analyzed using data panel regression with Eviews Program. The results of this study can be concluded that the Region Own Source Revenue is positive but not significant to regional expenditure. General Allocation Fund is positive and significant impact on Regional Expenditure. Revenue Sharing Fund is positive and significant impact on Regional Expenditure. More higher Revenue Sharing Fund, the regional expenditure will increase. Specific Allocation Fund is not significant but positive effect on Regional Expenditure. Regional Expenditure in the Provinces of Indonesia on the periode 2011 to 2013 shows flypaper effect fenomena is accepted Keywords: Region Own Source,Balance Funds,Regional Expenditure and Flypaper Effect
