Abstract
The purpose of this research is to analyze the effect of local financial performance (Degree of Decentralization, Financial Dependence, Financial Independence and Local Revenue Effectiveness) to the allocation of capital expenditure on cities and districts in Java-Bali on 2011-2013. The population used in this research is the area of city and district Government of Java-Bali on 2011 - 2013. This research use panel data from financial realizaton budget reports on cities and districts in Java-Bali that obtained from the Director General of Fiscal Balance Of Financial Minister site. Data were analyzed with panel data regression analysis. The results of this study can be concluded that the degree of decentralization has a positive and significant effect on capital expenditure. Financial dependence has a negative and significant effect on capital expenditure. Financial independence has a significant positive effect on capital expenditure at significant level of 10%, and Local Revenue Effectiveness has positive and significant effect on capital expenditure Keywords: Degree of Decentralization, Financial Dependence, Financial Independence and Local Revenue Effectiveness and capital expenditure
