Abstract

Pemerintah Daerah memiliki kekuasaan terhadap daerah berupa wewenang, hak, serta kewajiban untuk mengelola dan mengurus semua urusan pemerintahannya secara optimal demi meningkatkan kemandirian daerah dalam mensejahterakan masyarakat dengan meningkatkan pelayanan publik sesuai dengan prioritas kebutuhan daerah yang bersifat produktif melalui Belanja Modal. Anggaran Belanja Modal dimanfaatkan demi menambah aset tetap daerah atau aset lainnya guna memberikan manfaat lebih dari satu tahun. Tujuan penelitian ini yakni untuk menguji dan menganalisis Pengaruh Pertumbuhan Ekonomi, Pendapatan Asli Daerah, Dana Alokasi Umum, Dana Alokasi Khusus, Dana Bagi Hasil mempengaruhi Belanja Modal pada Kabupaten/Kota Provinsi Jawa Tengah tahun 2017-2019. Populasi dan sampel yang digunakan yakni keseluruhan Kabupaten/KotaProvinsi Jawa Tengah tahun 2017-2019 dengan jumlah data sebanyak 105 sampel pengamatan. Penelitian ini menggunakan data kuantitatif yang diperoleh dari Badan Pemeriksa Keuangan dan Badan Pusat Statistika. Metode analisis yang digunakan untuk menguji hipotesis dalam penelitian ini yakni Analsisis Regresi Linear Berganda dengan bantuan program SPSS versi 25. Hasil penelitian ini menunjukkan variabel PAD dan DBH berpengaruh signifikan terhadap Belanja Modal yang terdapat pada Kabupaten/Kota Provinsi Jawa Tengah tahun 2017-2019. Sedangkan variabel PE, DAU, dan DAK tidak berpengaruh signifikan terhadap Belanja Modal yang terdapat pada Kabupaten/Kota Provinsi Jawa Tengah tahun 2017-2019. Local governments have the power over the regions in the form of authority, rights, and obligations of autonomous regions to carry out and take care of all their government affairs optimally in order to increase regional independence in welfare of the community by improving public services in accordance with the priorities of regional needs that are productive through Capital Expenditure. The Capital Expenditure Budget is used to increase regional fixed assets or other assets to provide benefits for more than a year. The purpose of this research is to test and analyze the Influence of Economic Growth (PE), Regional Native Income (PAD), General Allocation Fund (DAU), Special Allocation Fund (DAK), Revenue Sharing Fund (DBH) affecting Capital Expenditure in Regencies/Cities of Central Java Province in 2017-2019. The population and samples used are all Regencies / cities of Central Java Province in 2017-2019 with the amount of data as many as 105 observation samples. This research uses quantitative data obtained from the Audit Board & The Central Statistics Agency. The analysis method used to test the hypothesis in this research is Multiple Linear Regression Analysis with the help of SPSS version 25 program. The results of this study showed that PAD and DBH variables have asignificant effect on capital expenditures in central Java regency/city in 2017-2019. While the variables PE, DAU, and DAK have no significant effect on capital expenditures contained in the Regency / City of Central Java Province in 2017-2019.
