Abstract
Pendaftaran Tanah Sistematis Lengkap (PTSL) merupakan program pemerintah untuk memudahkan masyarakat dalam memiliki hak atas tanah yang berupa sertifikat. Sasaran untuk Pendaftaran Tanah Sistematis Lengkap (PTSL) adalah Kabupaten atau Kota yang bidang tanahnya belum memiliki sertifikat. Dalam Program PTSL ini salah satu daerah yang mengikuti adalah Kabupaten Kendal, (PTSL) diselenggaran berdasarkan Peraturan Menteri Agraria Nomor 6 tahun 2018. Tujuan penelitian penulis adalah untuk mengetahui pelaksanaan program PTSL di Kabupaten Kendal berdasarkan Peraturan Menteri Agraria Nomor 6 tahun 2018, untuk mengetahui faktor penghambat dalam pelaksanaan kegiatan pendaftaran tanah melalui PTSL Kabupaten Kendal , serta upaya penyelesaian yang dilakukan oleh BPN Kabupaten Kendal dalam mengatasi faktor –faktor penghambat yang ditemukan saat pelaksaan program PTSL di Kabupaten Kendal. Metode penelitian ini adalah adalah penelitian yuridis normatif karena pada penelitian dilaksanakan dengan meninjau peraturan No 6 tahun 2018tentang PTSL di Kantor Pertanahan Kabupaten Kendal dalam menyelenggarakan program PTSL di Kabupaten Kendal . Dalam Hasil Penelitian pelaksanaan Pendaftaran Tanah Sistemmatis Lengkap (PTSL) di Kabupaten Kendal dilakukan secara bertahap dengan berdasarkan Peraturan Menteri Agraria Nomor 6 tahun 2018 pasal 4 ayat 4. COMPLETE SYSTEMATIC LAND REGISTRATION (PTSL) IN KENDAL DISTRICT BASED ON REGULATION OF THE MINISTER OF AGRARIA AND SPATIAL PLANNING / HEAD OF THE NATIONAL LAND AGENCY OF THE REPUBLIC OF INDONESIA NUMBER 6 YEAR 2018 Complete Systematic Land Registration (PTSL) is a government program to make it easier for people to have land rights in the form of certificates. The targets for Complete Systematic Land Registration (PTSL) are districts or cities whose land parcels do not yet have a certificate. In this PTSL Program, one of the areas that follows is Kendal Regency, (PTSL) which is held based on the Minister of Agrarian Regulation Number 6 of 2018.The aim of the author's research is to find out the implementation of the PTSL program in Kendal Regency based on the Minister of Agrarian Regulation Number 6 of 2018, to determine the factors obstacles in the implementation of land registration activities through PTSL Kendal Regency, as well as settlement efforts made by BPN Kendal Regency in overcoming the inhibiting factors found during the implementation of the PTSL program in Kendal Regency. This research method is normative juridical research because the research was carried out by reviewing regulation No. 6 of 2018 concerning PTSL at the Kendal Regency Land Office in organizing the PTSL program in Kendal Regency. In the Research Results the implementation of Complete Systematic Land Registration (PTSL) in Kendal Regency was carried out in stages based on the Minister of Agrarian Regulation Number 6 of 2018 article 4 paragraph 4.
