Abstract
Perkembangan kehidupan masyarakat jaman sekarang yang begitu cepat di segala bidang kehidupan sosial, politik, ekonomi, keamanan dan budaya telah membawa pula dampak negatif berupa peningkatan kualitas dan kuantitas berbagai macam tindak pidana yang sangat merugikan dan meresahkan masyarakat dan salah satunya adalah tindak pidana pencurian. Pada proses penyelidikan, terdapat satu unit khusus yang menjadi ujung tombak kepolisian untuk mengumpulkan bukti guna membantu para penyidik, unit ini disebut unit identifikasi atau INAFIS. Unit identifikasi adalah salah satu bagian dari Kepolisian Republik Indonesia (Polri) bagian Identifikasi Polri. Berdasarkan dari latar belakang di atas maka penulis tertarik untuk menulis skripsi dan mengangkat judul tentang PERANAN INAFIS( INDONESIA AUTOMATIC FINGERPRINT IDENTIFICATION SYSTEM ) DALAMMENGUNGKAP SUATU TINDAK PIDANA PECURIAN (Studi Kasus di Polrestabes Semarang). Bagaimanakah peranan Inafis dalam proses penyidikan untuk mengungkap suatu tindak pidana pencurian? Dan Faktor-faktor apa saja yang menghambat Inafis dalam membantu proses penyelidikan tindak pidana pencurian di Polrestabes Semarang? Pengumpulan data dilakukan dengan studi pustaka dan studi lapangan, selanjutnya data dianalisis secara kualitatif. Berdasarkan hasil penelitian ini Peran normatif dilaksanakan berdasarkan peraturan perundang-undangan, khususnya UndangUndang Nomor 2 Tahun 2002 tentang Kepolisian Negara Republik Indonesia. Peran faktual dilaksanakan berdasarkan fakta yang terjadi lapangan, yaitu dilakukan dengan langkah-langkah dimulai dengan menerima laporan, mendatangi tempat kejadian perkara (TKP), mengadakan olah TKP, pemotretan, dan pengambilan sidik jari latent (jika ditemukan), melakukan pemeriksaan dan perbandingan sidik jari serta membuat berita acara pemeriksaan untuk dikirim ke penyidik yang berwenang.Untuk menjelaskan peranan Inafis dalam proses penyidikan untuk mengungkap suatu tindak pidana pencurian inafis, Untuk menjelaskan faktor apa saja yang menghambat Inafis dalam dalam mmengungkap proses penyelidikan Tindak Pidana pencurian di Polrestabes Semarang.Untuk menjelaskan peranan Inafis dalam proses penyidikan untuk mengungkap suatu tindak pidana pencurian inafis, Dan Untuk menjelaskan faktor apa saja yang menghambat Inafis dalam dalam mmengungkap proses penyelidikan Tindak Pidana pencurian di Polrestabes Semarang.Faktor-faktor yang menghambat peran unit identifikasi dalam membantu proses penyelidikan tindak pidana pembobolan ATM terdiri dari: Faktor penegak hukum yang menjadi penghambat unit identifikasi dalam membantu proses penyelidikan tindak pidana pembobolan ATM dari segi penegak hukum adalah kurangnya kemampuan Sumber Daya Manusia (SDM) petugas identifikasi,Faktor sarana dan fasilitas yang menjadi penghambat unit identifikasi dalam membantu proses penyelidikan tindak pidana pembobolan ATM, Faktor masyarakat merupakan faktor yang paling sering menjadi kendala atau penghambat unit identifikasi dalam membantu proses penyelidikan pembobolan ATM. The rapid development of today's society in all fields of social, political, economic, security and cultural life has also brought negative impacts in the form of increasing the quality and quantity of various kinds of criminal acts that are very detrimental and unsettling to society and one of them is the crime of theft. In the investigation process, there is a special unit that is the spearhead of the police to collect evidence to assist investigators, this unit is called the identification unit or INAFIS. The identification unit is a part of the Indonesian National Police (Polri), the Police Identification section. Based on the above background, the writer is interested in writing a thesis and lifting the title of INAFIS ROLE (INDONESIA AUTOMATIC FINGERPRINT IDENTIFICATION SYSTEM) IN EXPOSING A PECURIAN CRIMINAL ACTION (Case Study at Polrestabes Semarang). What is the role of Inafis in the investigation process to reveal a theft crime? And what are the factors that hinder Inafis in assisting the process of investigating criminal acts of theft at the Semarang Police? The data was collected by means of literature study and field study, then the data were analyzed qualitatively. Based on the results of this study, the normative role is carried out based on statutory regulations, especially Law Number 2 of 2002 concerning the Indonesian National Police. The factual role is carried out based on the facts that occur in the field, namely carried out by steps starting with receiving reports, visiting the crime scene (TKP), conducting crime scene processing, shooting, and taking latent fingerprints (if found), checking and comparing fingerprints as well as prepare an examination report to be sent to the authorized investigator. To explain the role of Inafis (Indonesia Automatic Fingerprint Identification System) in the investigation process to uncover a criminal act of inafis theft, To explain what factors are hindering Inafis in revealing the process of investigating the crime of theft at Polrestabes Semarang. explain the role of Inafis in the investigation process to uncover a criminal act of inafis theft, and to explain what factors are hindering Inafis in uncovering the investigation process of the crime of theft at Polrestabes Semarang. -factors that obstruct the role of the identification unit in assisting the investigation of criminal acts of ATM burglary consist of: Law enforcement factors that inhibit the identification unit in assisting the investigation of burglary In terms of law enforcement, ATM is the lack of capacity of human resources (HR) identification officers, facility and facility factors that hinder the identification unit in assisting the investigation process of ATM burglary crime, Community factors are the most frequent factors that become obstacles or obstacles to identification units in assisting the investigation process of ATM burglary.
