Abstract

Indonesia merupakan negara yang tergolong rawan terjadi bencana alam, karena letak geografisnya yang berada diantara dua samudera besar dan terletak pada wilayah lempeng tektonik. Besarnya potensi bencana alam di Indonesia dapat mengakibatkan kerugian bagi masyarkat yang terdampak. Hal ini tentu saja membuat perekonomian mereka tidak berjalan dengan semestinya yang tentunya membuat korban menjadi semakin menderita. Salah satu upaya pemerintah dalam menangani kasus ini adalah dengan memberikan bantuan kepada korban bencana alam melalui Badan Nasional Penanggulangan Bencana (BNPB) dan Badan Penanggulangan Bencana Daerah (BPBD). Namun dalam pemberian bantuan tersebut sering terkendala dengan bantuan yang diberikan tidak tepat sasaran, sehingga banyak korban yang seharusnya mendapatkan bantuan justru tidak mendapatkan dengan semestinya. Untuk mengantisipasi hal seperti ini, maka dibuatlah sistem pendukung keputusan untuk mempermudah dalam pemberian bantuan agar lebih tepat sasaran. Sistem pendukung keputusan yang akan dibuat menggunakan metode Simple Additive Weighting (SAW) untuk menentukan pioritas dari calon penerima bantuan. Kelebihan dari metode yang dipilih ialah dapat menentukan nilai bobot dari setiap atribut yang sudah ditentukan, sehingga lebih tepat karena berdasarkan nilai kriteria. Hasil dari sistem pendukung keputusan yang dibuat akan menampilkan data perangkingan berdasarkan prioritas penerima bantuan dari nilai tertinggi ke nilai yang terendah. Dengan adanya sistem yang telah dibuat diharapkan bantuan korban bencana alam dapat tersalurkan sebagaimana mestinya dengan asas keadilan. Indonesia is a country that is classified as prone to natural disasters, because of its geographical location which is between two large oceans and is located in the area of tectonic plates. The magnitude of the potential for natural disasters in Indonesia can result in losses for the affected community. This of course makes their economy not run properly which of course makes the victims suffer even more. One of the government's efforts in handling this case is to provide assistance to victims of natural disasters through the National Disaster Management Agency (BNPB) and the Regional Disaster Management Agency (BPBD). However, the provision of such assistance is often constrained by the fact that the assistance provided is not right on target, so that many victims who should receive assistance do not receive it properly. To anticipate things like this, a decision support system was created to make it easier to provide assistance to make it more targeted. The decision support system that will be made uses the Simple Additive Weighting (SAW) method to determine the priority of prospective beneficiaries. The advantage of the chosen method is that it can determine the weight value of each attribute that has been determined, so it is more precise because it is based on the criteria value. The results of the decision support system created will display ranking data based on the priority of the beneficiaries from the highest value to the lowest value. With the system that has been created, it is hoped that aid for victims of natural disasters can be distributed properly with the principle of justice.
