Abstract

The central government has issued Law No. 32 Year 2004 on Regional Government. This provision authorizes local governments to manage regional development, including rural development. Rural Fund Allocation Program (ADD) is one concrete manifestation of this provision. Provision of assistance intended as a fund ADD stimulant or stimulus funds to finance the village government. ADD program is expected to lead to the participation of NGOs in carrying out activities in the village, both governmental activities and the activities of rural development and empowerment of rural communities. This study examines the influence of the characteristics and capabilities of the implementing agencies, the environment, communications, organizational resources, attitudes of policies implementor’s and the shape of bureaucratic structure to the ADD program implementation. The research was conducted in the villages in the subdistrict of Buaran, Pekalongan regency for the 2010 fiscal year as stated in the Report of the Local Government Publications audited by audited Supreme Audit Agency (BPK). Source of information is the program implementers of ADD in every village in the subdistrict of Buaran, some 126 people. Methods of data collection using questionnaires, designed by one dependent variable consisted of 6 indicators and 6 independent variables consisted of 41 indicators. Researchers found that there are only 2 variables that have a positive and significant relationship in the implementation of Rural Allocation Fund management in Pekalongan in 2010. These variables were communication/relationship between organizations and bureaucratic structure. Other variables, such as the characteristics and capabilities of the implementing organization has negative and insignificant relationship. Variable of environmental conditions affect positive but not significant. Then, variables of organizational resources has positive influence but not significant. While variable of attitude has negative effect but not significant. This study also reveals the importance of community involvement to reduce the work load of government.
