Abstract

FKPM merupakan organisasi yang digunakan oleh pihak kepolisian dalam melakukan penyelesaian permasalahan yang ada di dalam lingkungan masyarakat melalui Polisi Masyarkat (Polmas), FKPM dibentuk melalui permusyawarahan antara pihak kepolisian dengan masyarakat wilayah setempat. FKPM dipimpin oleh ketua FKPM yang diambil dari masyarakat setempat yang diawasi secara langsung oleh Kanitbinmas, babinkamtibmas, serta pihak kepolisian. FKPM berfungsi untuk mengawasi ketertiban serta keamanan di lingkungan masyarakat, serta FKPM juga memiliki kewenangan menjadi mediator yang dapat dijadikan sebagai penengah jika terjadi permasalahan dalam lingkungan masyarakat. Permasalahan yang biasa dihadapi oleh FKPM seperti tindak pidana ringan, hal itu kebanyakan disebabkan antara masyarakat tempat tinggal itu sendiri maka dari itu diperlukan penengah yang netral dan tidak memihak siapapun untuk membantu menyelesaikan permasalahan tersebut tanpa harus menggunakan jalur hukum hingga ke Pengadilan. Fungsi dan tugas FKPM diatur dalam Undang-Undang RI No.2 Tahun 2002 Tentang Kepolisian Republik Indonesia dan Surat Keputusan Kapolri No.373/X/2005 serta Peraturan Kapolri No.1 Tahun 2021 Tentang Pemolisian Masyarakat sebagai perubahan atas Peraturan kapolri No.3 Tahun 2015 yang mana Kapolri memerintahkan seluruh jajarannya dari berbagai tingkat untuk membentuk sinergi antara polisi dan masyarakat (Polmas) berdasarkan kesepakatan antara kepolisian dan tokoh-tokoh masyarakat FKPM is an organization used by the police in solving problems that exist in the community through the Community Police (Polmas), FKPM was formed through consultations between the police and the local community. FKPM is led by the head of FKPM who is taken from the local community who is supervised directly by Kanitbinmas, babinkamtibmas, and the police. FKPM functions to oversee order and security in the community, and FKPM also has the authority to be a mediator who can be used as a mediator if problems occur in the community. Problems that are usually faced by FKPM such as minor crimes are mostly caused by the community where they live, therefore a neutral and impartial mediator is needed to help resolve these problems without having to use legal channels to go to court. The functions and duties of FKPM are regulated in the Republic of Indonesia Law No. 2 of 2002 concerning the Indonesian National Police and the Decree of the National Police Chief No. 373/X/2005 and the Regulation of the National Police Chief No. 1 of 2021 concerning Community Policing as an amendment to the National Police Chief Regulation No. 3 of 2015 in which the National Police Chief ordered all his staff from various levels to form a synergy between the police and the community (Polmas) based on an agreement between the police and community leaders
