Abstract

In order to improve the welfare of the poor, the government provides various kinds of social assistance, one of which is the Family Hope Program (PKH). The main problem is that PKH recipients are often not targeted. One of the main reasons is that when officers collect data on residents, they still have difficulty in making decisions to determine the order of criteria for the recipients who are the most deserving of the program. This study aims to provide alternative solutions in making decisions on the provision of PKH social assistance using the AHP and SAW methods. The AHP method is used for weighting program criteria that have been determined by the government, while SAW is used for the ranking stages of program recipients. The case study used is prospective PKH recipients in Karanganyar Gunung Village, Semarang City. The test results show that the criteria with the highest weight value are the criteria for pregnant/breastfeeding women with a value of 0.322, while the lowest weight value is on the Criteria for Household Members (ART) with a value of 0.018, and this produces the highest level of preference, which is 0.895. These results are consistent based on the consistency Ratio (CR) = 0.0946, so it can be determined that Mrs. Siswo Suwarno is in the highest rank to get Social Assistance.
