Abstract

before and during the Covid-19 pandemic by calculating the ratio of regional financial independence, fiscal decentralization, effectiveness of regional original income, regional financial efficigy, harmony of operating expenditures and harmony of capital expenditures. The object of this study consisted of 29 regencies and 6 cities in Central Java Province, by looking at the regional income and expenditure budget realization reports puished by Ministry of Finance online to then carry out statistical calculating using Eviews 12. The results of this study indicate that there is a signific§} fifference between the financial performance of local governments before and during the Covid-19 pandemic in termBf regional financial efficdency ratios and the harmon@If capital expenditures. However, there is no significant difference in terms of the ratio of regional financial independence, fiscal decentralization§fje effectiveness of regional original revenues and the harmony of operating expenditures The implications of this research are to encourage local governments and the Central Java provincial governments to develop regional resource potential and strengthen financial independence.
