Abstract
Bank Pembangunan Daerah (BPD) face many challenges of regional economic integration
as agreed by the ASEAN Economic Community (AEC) will be implemented in 2015. Banking
functions in the success of AEC is to stimulate economic growth through capital distribution.
Channeled funds to the banking community to generate the development of industry and
business. This is a great opportunity for the BPD to increase local economic competitiveness.
But BPD have problems related to preparedness for AEC. On the other hand, BPD need to
develop a scope of services to enhance the competitiveness of the ASEAN free trade era.
While also having to compete with other banks that have the same characteristics of a

broader, the scale of local services, national and global levels. This competition involves
segmenting the market and strong capital. However, until now BPD has not had a foreign
exchange license that will have trouble when dealing with a bank that has an international
scale. Therefore, the BPD need support from other parties to solve the problem. Another
issue facing the internal BPD such as quality of human resources, products, and operations
must be immediately addressed. BPD need to strengthen the capability and good risk
management. This study focused on the preparedness of facing AEC BPD. This study uses
literature study and SWOT analysis to determine the appropriate strategy in dealing with
internal and external factors of BPD to be ready to compete in the ASEAN free market
