Abstract
Kesejahteraan yang merata sangat diperlukan untuk kelangsungan hidup yang berkualitas bagi bangsa dan negara Indonesia, agar negara tersebut aman dan tentram, sehingga Kota Semarang sangat membutuhkan perhatian dalam persaingan usaha terkhusus dalam hal pemberian jasa parkir yang dilakukan juru parkir. Permasalahan yang dibahas adalah bagaimana bentuk perlindungan hukum yang diberikan kepada konsumen mengenai parkir di Kota Semarang, dan bagaimana upaya penegakan hukum terhadap para pelaku pemungutan parkir liar di Kota Semarang, serta apa saja faktor penghambat dan faktor pendukung dinas perhubungan dalam menertibkan parkir liar di Kota Semarang. Teknik pengumpulan data yang digunakan yakni metode pendekatan dalam penelitian hukum dengan menggunakan data sekunder yang didapat dari ketentuan, peraturan, perundang-undangan, serta bersifat yuridis berdasarkan pada kenyataan yang ada. Dalam mengatasi hambatan-hambatan persoalan yang diakibatkan juru parkir maka dilakukan, penyuluhan dan pengarahan serta sosialisasi kepada masyarakat dalam melakukan proses tata cara pelaporan juru parkir yang tidak resmi, adanya penegakan hukum dengan mendirikan papan pengumuman Perda No 2 Tahun 2012 tentang peraturan retribusi jasa parker umum di Kota Semarang yang dilakukan Dinas Perhubungan serta kerjasama, dan komunikasi yang baik. Equitable prosperity is very much needed for quality survival for the nation and state of Indonesia, so that the country is safe and secure, so that the city of Semarang really needs attention in business competition, especially in terms of providing parking services by parking attendants. Issues discussed are how the forms of protection provided to consumers regarding parking in the city of Semarang, and how law enforcement efforts against the perpetrators of illegal parking in the city of Semarang, as well as what are the inhibiting factors and supporting factors of the Department of Transportation in controlling illegal parking in the city of Semarang. The data collection technique used is the normative juridical approach method, which is the method of approach in legal research using secondary data obtained from provisions, regulations, legislation, and juridical nature based on existing facts. In overcoming the problem obstacles caused by the parking attendant, it is carried out, counseling and directing as well as socialization to the public in the process of reporting procedures for illegal parking attendants, the existence of law enforcement by establishing the Local Regulation Announcement Board No. 2 of 2012 conducted by the Department of Transportation and cooperation ,good communication.
