Abstract

Perjudian yang tergolong penyakit sosial masih ada dan dilakukan oleh anggota masyarakat tertentu untuk memperoleh keuntungan yang diharapkan dari perjudian. Permasalahan dalam penelitian ini adalah ketika kondisi ekonomi yang ada, masyarakat mencari alternatif pencarian secara ilegal melalui perjudian, yang dapat meningkatkan kerugian masyarakat. Semarang adalah sebuah kota. Dan untuk mengetahui tantangan yang dihadapi pihak berwenang dalam menangani dan memerangi perjudian toto gelap di Semarang. Metode penelitian tulisan ini menggunakan pendekatan yuridis sosiologis, yaitu penulisan yang tidak hanya menggunakan peraturan perundang-undangan, asas dan asas hukum dalam mengkaji, melihat, dan menganalisis permasalahan yang terkait dengan perjudian toto gelap tetapi juga mengkaji bagaimana penerapannya dalam praktik. Temuan penelitian ini menunjukkan bahwa: 1) Upaya Kepolisian dalam Pemberantasan Tindak Pidana Perjudian Toto Gelap di Wilayah Semarang melalui 3 (tiga) metode, yaitu: Metode Pre-emptive, Metode Preventif, dan Metode Represif; 2) Hambatan Polri dalam Pemberantasan Tindak Pidana Perjudian Toto Gelap di Wilayah Semarang antara lain: Masyarakat yang tertutup memberikan informasi, masih adanya pengamanan dari beberapa unsur, dan kurangnya kerjasama dari masyarakat. Judi merupakan salah satu penyakit masyarakat, dan pelakunya kabur saat Polisi hendak melakukan razia terhadap warung atau rumah yang diduga sarang judi. Kemudian, solusi Polri terhadap kasus tersebut antara lain: melakukan sosialisasi kepada masyarakat, menempatkan Polisi atau petugas berseragam untuk menghindari terjadinya tindak pidana perjudian dengan masyarakat luas, berkoordinasi dengan aparat setempat, dan mengedukasi masyarakat agar tidak tergiur dengan memasuki dunia perjudian. Tersangka (pelaku/pengedar) dalam penanganannya juga akan diperiksa dan diinterogasi di kantor polisi terdekat untuk ditindak lanjuti.. Gambling, classified as a social disease, still exists and is practised by certain members of society to obtain the expected profits from gambling. The problem with this study is that when the existing economic conditions exist, the community seeks alternative searches illegally through gambling, which can increase the community's losses. Semarang is a city. And to determine the challenges the authorities face in addressing and combating illegal toto gambling in Semarang. This paper's research method employs a sociological juridical approach, namely writing that not only uses laws and regulations, legal principles and principles in reviewing, viewing, and analyzing problems associated with illegal toto gambling but also examines how it is implemented in practice. The findings of this study indicate that: 1) Police Efforts in Combating the Crime of Toto Illegal Gambling inside the Semarang Region through 3 (three) methods, namely: Pre-emptive Methods, Preventive Methods, and Repressive Methods; 2) Police Obstacles in Combating the Crime of Toto Illegal Gambling in the Semarang Area include: The closed community provides information, there still is security from several elements, and there is a lack of cooperation from the community. Gambling is one of the community's diseases, and the perpetrators flee when the Police want to conduct raids on stalls or houses suspected of being gambling dens. Then, the Police's solutions to the case include: conducting outreach to the community, placing Police or uniformed officers to avoid the occurrence of gambling crimes with in public at large, coordinating with local officials, and educating the public so that they are not intrigued by entering the world of gambling. Suspects (perpetrators/dealers) in their handling will also be examined and interrogated at the nearest police station for further action.
