Abstract

PDAM Tirta Bening Kabupaten Pati memiliki program yang dilakukan tiap tahun yakni program Hibah Air untuk Masyarakat Berpenghasilan Rendah (MBR). Namun pelaksanaan program hibah air masih terdapat kendala, dalam hal seleksi pelanggan sesuai kriteria masyarakat berpenghasilan rendah, salah satu upaya dalam artikel ini adalah pendekatan sistem pengambil keputusan guna mendukung seleksi pelanggan sesuai dengan kriteria tersebut. Ada pun kriteria sistem terdiri dari 6 kriteria yaitu kondisi bangunan, daya listrik, penghasilan, pekerjaan, usia bangunan, kondisi lantai, yang mengacu pada buku pedoman program hibah air. Sistem ini menggunakan metode Simple Additive Weight (SAW) yang akan memperhitungkan bobot pada tiap kriteria, dengan total bobot dari semua kriteria adalah 1. Bobot ditetapkan berdasarkan kondisi pemukiman pelanggan seperti kondisi bangunan dan kondisi perekonomian pelanggan, prioritas tertinggi pada penentuan bobot ini adalah kondisi bangunan pelanggan dengan nilai bobot 0,27, sementara bobot terendah ada pada kriteria kondisi lantai dengan bobot 0,10, batas kelayakan dari hasil masing-masing nilai sebagai pengambil uji kelayakan dalam pengambilan keputusan adalah > = 0,30. Pengujian sistem dari 20 sample pelanggan, ada 11 pelanggan yang memenuhi kriteria dengan nilai hasil penilaian > = 0,30 yaitu 1,00-0,55, sedangkan 9 pelanggan lain memiliki nilai penilaian < = 0,30 yaitu 0,09-0,19 sehingga belum memenuhi kriteria masyarakat berpenghasilan rendah. Hasil penerapan metode SAW dalam artikel ini mampu menentukan 60% layak dan 40% tidak layak. However, the implementation of the drinking water grant program still has obstacles, in terms of selecting customers according to the criteria of low-income communities, One of the efforts in this article is a decision-making system approach to support customer selection according to these criteria. The system criteria consist of 6 criteria, namely the condition of the building, electric power, income, occupation, age of the building, floor condition, which refers to the water grant program manual. This system uses the Simple Additive Weight (SAW) method which will take into account the weight of each criterion, with the total weight of all criteria being 1. The weight is determined based on customer settlement conditions such as building and customer conditions. economic conditions, the highest priority in determining this weight is the condition of the building. customers with a weighted value of 0.27, while the lowest weight is on the floor condition criteria with a weight of 0.10, the feasibility limit of the results of each value as a feasibility test taker in decision making is > = 0.30. Testing the system from 20 samples of customers, there are 11 customers who meet the criteria with an assessment value of > = 0.30 that is 1.00-0.55, while 9 other customers have an assessment value of <= 0.30 that is 0.09-0, 19 so that it does not meet the criteria of low-income people. The results of the application of the SAW method in this article were able to determine 60% feasible and 40% not feasible.
