Abstract

Kendala dalam pengelolaan SDM pada Otoritas Jasa Keuangan Regional 3 Jawa Tengah dan DIY, salah satunya adalah banyaknya jumlah karyawan kontrak membuat penilaian terhadap setiap karyawan kontrak akan menjadi sulit dan menghabiskan banyak waktu. Dalam menentukan karyawan kontrak menjadi karyawan tetap sering muncul subyektifitas dari para manajer, hal ini yang menjadi kendala dalam melakukan proses penentuan karyawan kontrak menjadi karyawan tetap. Selama ini proses penilaian menentukan karyawan tetap belum melalui sistem komputerisasi yang terintegrasi dengan database khusus, sehingga dirasakan masih ditemukan beberapa permasalahan, antara lain kesulitan dalam menelusuri data hasil seleksi, kesulitan dalam menyajikan data hasil seleksi, kesulitan dalam mengambil keputusan menentukan status karyawan tetap, kesulitan dalam pemberkasan semua hasil seleksi dari satu periode. Kriteria penilaian meliputi 8 penilaian yaitu kriteria tanggung jawab, inisiatif, kinerja, kehadiran, sikap, kerjasama, kualitas dan lama kerja. Proses pembobotan penilaian menggunakan metode SMART. Hasil penilaian kinerja SPK menggunakan metode SMART dibagi menjadi 5 penilaian yaitu kriteria sangat tidak direkomendasikan jika nilai SMART kurang dari 50, kriteria tidak direkomendasikan jika nilai SMART antara 50 sampai dengan 60, kriteria dipertimbangkan jika nilai SMART antara 60 sampai dengan 75, kriteria direkomendasikan jika nilai SMART antara 75 sampai dengan 90 dan kriteria sangat direkomendasikan jika nilai SMART lebih dari 90. Regional Financial Services Authority 3 Central Java and DIY have problems in managing HR, namely the large number of contract employees, making the assessment of contract employees difficult because it must be done in a limited time. In addition, the determination of contract employees to become employees remains a subjective assessment by the manager.The process of assessing the determination of contract employees to become permanent employees has not been done in a computerized manner that is integrated with a special database, so that there are still some problems found, including difficulties in tracing the selection result data, presenting selection data, making decisions, and filing all selection results from one period. The evaluation criteria include 8 assessments, namely the criteria of responsibility, initiative, performance, attendance, attitude, cooperation, quality and length of work. The process of weighting the assessment uses the SMART method The results of the performance assessment of the Decision Making System (SPK) using the SMART method are divided into 5 assessments namely the criteria are highly not recommended if the SMART value is less than 50, the criteria are not recommended if the SMART value is between 50 to 60, the criteria are considered if the SMART value is between 60 to 75 , the criteria are recommended if the SMART value is between 75 and 90 and the criterion is highly recommended if the SMART value is more than 90.
